SPAD, which comes directly under the purview of Prime Minister, brings the functions of drawing up policies, planning and regulating all aspects of train, bus and taxi services as well as road- and rail-based freight transport under one roof. SPAD also has enforcement powers which is carried out with close cooperation with other enforcement agencies such as the Royal Malaysian Police and the Road Transport Department.

1. DELIVERY MANAGEMENT OFFICE DIVISION
General Manager / Deputy General Manager
Responsible to ensure all projects meet the goals and requirements of the organization, implement project monitoring plans, monitor progress of project undertaken by the organization, provide assistance and support to the teams to define, prioritize and ensure projects as progressing against to timeline.
Qualifications: At least a degree holder with a minimum of 15 years’ experience in Project Management role. Strategic management capabilities, problem solving skills, creative thinking ability, project management ability, highly analytical and able to coach, lead and direct others.
2. FREIGHT DIVISION
Develop and implement freight transformation strategy in line with transformation plan set by the organization. Formulate policy, standard operating procedure (SOP) and operating condition guideline for services of goods vehicle in Malaysia.
Qualifications: Bachelor’s degree in logistic management, business studies or equivalent, with 10 years of working experience in logistic management. Preferably candidate with transportation background. Strategic management ability, Project Management ability and lead a team.
3. STATE OPERATIONS (REGIONAL) DIVISION
Plan, develop and maintain engagement initiatives with local stakeholders’ including engagement with PBTs offices, state government offices and officials, operators and public. Always maintain a positive image and manage reputations when dealing with 3rd parties to ensure SPAD brand are uphold at all times.
Qualifications: At least a Degree holder in any discipline with minimum 10 years’ experience preferably in similar environment, or exposure in regional branch operations management experience is an added advantage. Independent, self-driven, highly analytical with excellent problem solving ability.
Manage and supervise northern employee’s issue and work progress as well as maintain engagement initiatives with local stakeholders’ including engagement with PBTs offices, state government offices and officials, operators and public. Always maintain a positive image and manage reputations when dealing with 3rd parties to ensure SPAD brand are uphold at all times.
Qualifications: At least a Degree holder in any discipline with minimum 7 years’ experience preferably in similar environment, or exposure in regional branch operations management experience is an added advantage. Independent, self-driven, highly analytical with excellent problem solving ability.
4. COMMUNICATIONS DIVISION
Deputy Manager/ Manager
Responsible for overseeing communications to the media, including preparing articles, press kit, press releases and other communications-related documents. Cultivate, manage and enhance collaborative working relationships with media representatives. Develop relationships with national and regional press contact to ensure the organization’s image/ reputation is promoted and deflect criticism. Research and write briefing materials for media, including compose and edit press releases, company literature and articles for internal and external use.
Qualifications: At least a Bachelor’s Degree in Public Relations, Communications or any related field with minimum of 5 years’ experience in leadership or similar role with strong media relations. Communication proficiency is required.
5. INTEGRITY DIVISION
This position carry out responsibilities to ensure the implementation of good ethical governance, detect and confirm on criminal, individual and organizational ethical misconducts. The responsibility is also to ensure the implementation and institutional of ethical integrity to become a culture. Additionally, must be responsible to report all criminal misconducts to the responsible enforcement agencies upon approval management.
Qualifications: At least a degree or Master in any discipline and possess a minimum of 8 years of experience in related field. Must be able to work with full integrity and can be a team leader efficiently.
This position carry out responsibilities to develop and implement financial and accounting policies, procedures and guidelines for sound financial and accounting management. Establishing standards and regularly evaluating financial performance of the Commission for timely submission of financial reporting and conducting systematic budgeting, financing, tax and related matters.
Identifying financial risks and provide recommendation for financial risk management and financial analysis to the management.
Qualifications: At least a Degree holder in Finance or equivalent with minimum 10 years’ experience related to full cycle of finance process i.e. finance operation & management, budgeting and reports. Independent, persistent, resourceful and detailed-oriented.
7. Information Technology
This position carry out responsibilities to manage and supervise overall IT matters within the organization which includes database system maintenance, develop and maintain disaster recovery plan and also taking care of administrative functions and IT support. To work closely with infrastructure team and externally with vendor on overall application system design, implementation and maintenance.
Qualifications: At least a Degree holder in Computer Science, Information Technology or equivalent with minimum 6 years’ experience related to Database Administration, Microsoft SQL and Oracle Database (added advantage). Hands on, independent, resourceful and problem solving and analytical skill.
