SPAD, secara langsung terletak di bawah bidang kuasa Jabatan Perdana Menteri, membawa fungsi dengan merangka dasar, merancang dan mengawal selia setiap aspek bagi perkhidmatan rel, bas dan teksi serta kenderaan barangan melalui kereta api dan jalan raya. SPAD juga mempunyai kuasa penguatkuasaan dalam pengangkutan awam darat dengan kerjasama bersama agensi-agensi penguatkuasaan lain seperti Polis Diraja Malaysia (PDRM) dan Jabatan Pengangkutan Jalan Malaysia (JPJ).

1. DELIVERY MANAGEMENT OFFICE DIVISION 

General Manager / Deputy General Manager

Responsible to ensure all projects meet the goals and requirements of the organization, implement project monitoring plans, monitor progress of project undertaken by the organization, provide assistance and support to the teams to define, prioritize and ensure projects as progressing against to timeline.

Qualifications: At least a degree holder with a minimum of 15 years’ experience in Project Management role. Strategic management capabilities, problem solving skills, creative thinking ability, project management ability, highly analytical and able to coach, lead and direct others.

2. RAIL DIVISION

Deputy General Manager / Senior Manager

Responsible to assist the Head of Rail Division on management of all railway projects in the Rail Division, which includes the Railway Scheme, implementation, monitoring, supervision, regulating and opening. Assist the Head of Rail Division on negotiation and feasibility studies of new rail projects.

Qualifications: At least a Bachelor’s Degree in Mechanical Engineering or equivalent with minimum 10 years’ working experience in railway and project management. Common knowledge in railway technologies is required.

3. FREIGHT DIVISION

Senior Manager

Develop and implement freight transformation strategy in line with transformation plan set by the organization. Formulate policy, standard operating procedure (SOP) and operating condition guideline for services of goods vehicle in Malaysia.

Qualifications: Bachelor’s degree in logistic management, business studies or equivalent, with 10 years of working experience in logistic management. Preferably candidate with transportation background. Strategic management ability, Project Management ability and lead a team.

4. CROSS BORDER RAIL DIVISION

Senior Manager

Responsible to oversee and manage project schedule and budget. Manage and track project issues and risk. Setting technical standards, regulatory approval and policies (include project structure, fare regime etc.). Contribute to the pre-work prior to major negotiations activities involving high-level governmental personnel.

Qualifications: At least a Bachelor’s Degree in Business Management, technical fields or logistics with a minimum 8 years’ working experience related to project management. Detail oriented and meticulous.

5. POLICY, PLANNING AND RESEARCH DIVISION

Senior Manager

Responsible to oversee the development of fares for land public transport in Malaysia and set up a framework for fare review mechanism to enhance the service quality of land public transport system in Malaysia. Responsible towards public transport green economics development which comprise guidelines, action plans and analytics. Develop Cost Benefit Analysis and Economic Benefit Analysis for land public transport projects.

Qualifications: At least a Bachelor’s Degree in Economics, Social Sciences, Urban Planning, Transportation Planning or equivalent with minimum of 8 years’ working experience in research and policy. Excellent in statistical and mathematical skills.

6. COMMUNICATIONS DIVISION

Senior Manager / Manager

Responsible for overseeing communications to the media, including preparing articles, press kit, press releases and other communications-related documents. Cultivate, manage and enhance collaborative working relationships with media representatives. Develop relationships with national and regional press contact to ensure the organization’s image/ reputation is promoted and deflect criticism. Research and write briefing materials for media, including compose and edit press releases, company literature and articles for internal and external use.

Qualifications: At least a Bachelor’s Degree in Public Relations, Communications or any related field with minimum of 5 years’ experience in leadership or similar role with strong media relations. Communication proficiency is required.

7. INTERNAL AUDIT DIVISION

Manager

Responsible to carry out internal audit assignments as planned with appropriate approach. Assess the adequacy and effectiveness of company’s internal control system and risk management as well as governance process. Monitor continuously the risks and developments of the business, including audit issues tracking and verification.

Qualifications: At least a Bachelor’s Degree holder in Finance/Accountancy or equivalent. A certified Internal Auditor is an added advantage. Minimum 6 years’ working experience related to internal audit or consulting field. Strong ground in risk management, internal control, auditing and accounting concept are required.
