The most obvious change is that all vehicle licensing issues will now be handled by SPAD instead of CVLB or the Ministry of Tourism, depending on the type of vehicle. All dealings concerning the licensing of taxis, buses including excursion buses, and lorries will however continue to be conducted at the same locations as before until further notice.

Commercial Vehicle Licenses Will Now Be Handled By Suruhanjaya Pengangkutan Awam Darat (SPAD).

SPAD will maintain the existing customer complaints channels previously operated by CVLB. However, the complaints channels previously were only for road-based commercial vehicles such as buses, taxis and lorries. However from today, the channels will also handle complaints related to rail-based public and freight transport such as the KTM Komuter, KTM Intercity and freight trains; LRT and the monorail.

• Suruhanjaya Pengangkutan Awam Darat (SPAD) telah mula beroperasi secara rasmi pada 31 Januari 2011. SPAD berperanan dalam mengawal selia semua fungsi dan proses perlesenan yang melibatkan kenderaan perdagangan dan kenderaan pelancongan yang sebelum ini dilesenkan di bawah Akta Lembaga Pelesenan Kenderaan Perdagangan 1987 dan Akta Pelesenan Kenderaan Pelancongan 1999.
